1. Should local taxing bodies have input on the ITEP program? Why or why not?
| ITEP applications should be analyzed by seeing both the direct and indirect economic stimulus that the exemptions could create and weighing these against any potential costs associated with granting them. Local taxing bodies should absolutely be part of this conversation. Coordination and cooperation with other municipalities and taxing bodies should be a focus and priority on many issues. |
2. How should law-enforcement agencies be held accountable to the city and its residents?
| I feel that all law-enforcement agencies should strive to increase transparency across the board whenever possible, so long as investigations are not hindered and/or compromised in doing so. In addition, ongoing training to foster increased community policing and relations should be welcomed and encouraged. Electors ultimately are the ones to hold the agencies accountable. This is either through the elected leadership of the agency or the elected leadership responsible for appointing the the head of the agency. |
3. How do you plan to address the discrepancies of public investment around the city, including economic investment, access to primary health care in north Baton Rouge, and issues of blight?
| Increased incentives and private/public partnerships can be a start to increasing economic development and investment to under served areas. I would like to see a plan put in place with the coordination of the parish attorney's office, to streamline the condemnation process to remove blighted properties and begin revitalization efforts in those areas. |
4. How will you address parish-wide flooding?
| I would like to see a parish-wide study with coordination from all municipalities to plan to reduce redundancy and improve efficiency of dollars spent on drainage projects. I feel that a dynamic approach when it comes to drainage impact studies for new developments is a crucial step as well. Meaning that all proposed/pending projects are included when a new study is performed. |
5. What steps would you take to ensure adequate oversight of agencies with dedicated funding to prevent overspending of taxpayer dollars by those agencies?
| Adequate oversight should include implementing strategic goals and planning for all agencies funded by taxpayers. These goals and plans should have specified phases where applicable and periodic reporting to ensure proper accountability. The level of scrutiny and reporting should be tailored accordingly based on the specific nature of the agency and it's level of discretionary spending. |
