Questions specific to the position

1. Would you support more federal funding to expand voter access and enhance election security? Yes, see rpt501.com - page #5 -Accurate/Verifiable Vote/ Counting

Fix and/or assure accurate vote counting in all states. Make knowledgeable to all US citizens “voting mechanics”, the same voting method used within all states and territories and a means to verify each vote caste. A feedback system based on one's individual SS number. No more assuming that voting is not being physically or software manipulated. Need Edward Snowden's help to verify the validity and security of a new system. If software manufacturers and online retailers can assure and rely on providing secure access to passwords then why couldn't the same technology be used for a secure voting process?
2. In recent years, voters have expressed concern that their votes don't matter due to election security concerns, the possibility of foreign influence, and the role of large money in elections. What measures would you propose to address these issues? See rpt501.com - page #5 - Accurate/Verifiable Vote/ Counting

If voters' votes do count and the idea of 'one person-one vote' is the standard mantra, then why is there still an electoral college? Need to repeal the constitutional provision of the 'Electoral College' which means an amendment to the Constitution - which won't be easy to accomplish.

3. What can the Federal government do to raise the basic economic health and even the playing field so all U.S. citizens have equal opportunities? What measures would you support to address the following goals (please provide examples of specific legislation or programs)? a. A living wage for all workers:
Some jobs may not provide a wage that supports more than one person. Would agree to raise minimum wage to 9/10 dollars per hour for a full 40 hour work week. Would federal wage law trump state wage law? Would federal wage law only apply to interstate businesses.
b. Paid sick leave for all workers:
See rpt501.com - Page #4
Health Care Program - 'US Super Health Plan' - Single Payer Plan
This plan could include paid sick leave.
Federal Government to collect the percentage approximately equal to 1/10 the person's age and based on the total yearly income (up to 2 million dollars) on all individuals (working or retired, until death) above the age of 19 in the U.S. and all territories, for the financial requirement to provide medical, health, hospital, drug coverage, mental health & dental insurance.

c. Ensuring pay equity for all workers:
Same job - same pay - for all workers, no exceptions.
d. Providing access to quality child care and early childhood education:
See rpt501.com Page 4 - #8 Proposal - Health Care Program
e. Improving the quality of K-12 education for all children:
The federal government should foster educational excellence by requiring the curriculum to include minimum science, history and math classes via video instructional lectures that are used by all public schools across the entire country. Therefore all public school students are receiving the same level of education in these subjects and the same information. This would help future employers & colleges understand what level of education a particular high-school student had received. Personally, I would also have public schools teach practical home economics (insurance, home & auto finance, balancing a check-book, etc.)
f. Providing affordable higher education:
See rpt501.com Page 3-#4 Proposal - Federal Tuition Assistance Loan & Bond Program
g. Removing barriers to financing and housing:
See rpt-501.com - Page 3
New Federal Home Mortgage Loan & Bond Program
Federal Home Mortgage Loans - for almost all purchases of US homes - interest on loans are not front-end loaded - about 10 billion a year on interest on loans - max in 30 years about 300 billion - profits from loans to offset Medicare and Social Security payments/entitlements. The Federal Government now earns money rather than just collecting taxes. More equity is obtained in a shorter period of time. Interest payments are divided equally among the number of total monthly mortgage payments. Managed by third party accounting firms and overseen by Congressional committee. Bonds are issued (like Savings Bonds) to raise money for home mortgages loans and bonds are used as a personal saving tool and a secure US investment savings strategy.

h. Providing access to affordable healthcare for all:
See rpt501.com Page 4-#8 Proposal - Health Care Program
4. What can be done at the Federal level to improve public safety and confidence in law enforcement? Would you support measures to address the following (please answer yes or no and provide examples of specific legislation): a. Reallocate resources and funds from policing/law enforcement to address social ills that plague many disinvested communities:
This is more a state issue rather than a federal issue, but the same applies. Federal law enforcement should be managed by each department, each federal agency (FBI, ATF, etc.) should decide where best to allocate funds. The social ills that have been increasing is due to a lack of public education and respect of laws, law enforcement officers, lack of economic opportunities (jobs) and because economic opportunities and jobs are being out-sourced to other countries and neither the Democratic or the Republican parties officials have responded to rectify this situation.
b. Reform qualified immunity:
Unsure, as I read examples of qualified immunity, it seems details are changed/manipulated in the examples to prove one point or another. However, the request is asking to reform not repeal qualified immunity. So, what does it mean to 'reform' this process of immunity? Grey areas of the law should be taken on a case by case basis and qualified immunity seems to be a gray area.
c. Ban use of excess force (e.g., chokeholds, shoot to kill):
Determined by each law enforcement agency - choke-holds when properly applied is an invaluable tool. I have worked in law-enforcement and I don't know any law enforcement dept that has a policy of 'shoot to kill' and this should be absolutely and without exception unlawful to mandate 'shoot to kill' by any police organization. I was always told to respond with equal force and since it was my life that was on the line, it was my decision to respond to the threat as I saw fit. As most city & state laws mandate, 'shot only if your life is threatened'.
d. Establish a nationwide database of law enforcement officers found to have used excessive force:
Yes, I would agree to a national database because once the law enforcement officer has been adjudicated with the 'use of excessive force' he or she should be prohibited from employment by any law enforcement agency or private security company.
e. Ban the providing of local police departments with military equipment:
Absolutely NO. In today's violent world with so many automatic weapons, the police need any tool and any military equipment they deem necessary to respond to life and death situations. It is better to have the proper equipment and not need it, than to need special equipment and not have it. This is true in any profession. Once deceased, one can't say,'I wished I had the right equipment'.
5. Do you support a system for undocumented immigrants already in the country to earn legal status and to have a path to citizenship? If so, what steps do you consider necessary? See rpt501.com - Page 4-#10 Proposal - Immigration Policy & U.S. Citizenship Policy -Create Virtual Boarder Walls

Sure illegal immigrants can earn legal status, but they must go through a process, just like all legal immigrants must go through a process.
